Now you can find every chest and trinket in every area as you pass through it, which means you’ll have plenty to sell to the mysterious man whenever you next see him. Completing the first two you see (for the Blue Medallion hunt in the village and the Rats in the foundry) should give you enough Spinel to buy the first map immediately. You can buy these maps from the Merchant buy trading Spinel with him, which you earn by completing the Blue-Note Side Quests. Resident Evil 4 Remake has 3 distinct areas that it takes place in (Village, Castle, Island) and each one has its own treasure map.
